PHYSICAL INFRASTRUCTURE

  1. Roads
    • Massive urban road redevelopment and modernization programme re-designing and re-construction of major roads in Enugu and Nsukka urban centres, complete with street lighting.
    • Extensive rural feeder road development in a way that will make every community in Enugu accessible by motor vehicle transport all year round.
    • Restructure Ministry of Works for greater efficiency: establish State Road Maintenance Agency to give proper focus to urban roads maintenance, also to serve as a fulcrum for direct labour projects and partnership with neighbourhood associations.

    • Implement artisan relocation to decongest and restore city centres -mechanics, welders, fabricators
    • Pass the pending Urban Infrastructure Development Levy Bill to provide funding and structure for a cohesive and more sustained urban infrastructure development and maintenance

  2. Housing
      KEY THRUST
    • Fully monetize government houses to public servants on owner-occupation basis.
    • Develop new middle and low income houses (a target of minimum of 500 units a year) in partnership with the Federal Mortgage Bank under the National Housing Fund Scheme for sale to public servants and other contributors to the NHF.
    • Create new estates and satellite towns with full site and services for sale to members of the public.
      OTHERS
    • Finalise ongoing work on existing estates: complete Loma Linda Estate and required infrastructure in Golf, Michael Okpara Gardens, Zoo Lane, Obukpa Layout, Akanu Ibiam/RCC.
    • Support urban planning and masterplan development to guide pattern of growth of emerging peri-urban and satellite townships -9th Mile, Agbani, Ozalla, Obollo Afor, etc.
  3. Water
      KEY THRUST
    • Urban: Target piped water in every building by 2010 (through mid/long term concessions, involving the private sector in management and mobilising investment for water infrastructure).
    • Rural: Target all communities to have functional water schemes by 2011 (with active participation of the affected communities, LGAs and aid agencies - WaterAid, UNICEF, DFID, World Bank).
    • Transfer management of all rural schemes to the communities (with technical support and financial intervention by the State government through RUWASSA).
      OTHERS
    • Sustaining current World Bank assisted water sector reform in Enugu, Nsukka and other urban centres (counterparts, structural changes to Water Corp., PSPs, etc.).
  4. Electricity
      KEY THRUST
    • Target all communities electrified (100% coverage) by 2011.
    • Improve quality of electricity supply in places already covered (provision of transformers, etc.).
    • Mobilising private sector investment for the establishment of an independent power plant in Enugu.
      OTHERS
    • Working with the Federal Government to ensure speedy privatisation/re- activation of Oji Power Station and the coal mines in Enugu State.
    • Encourage solar energy as alternative source of electric power.

    ECONOMIC EXPANSION AND EMPLOYMENT

  5. Industrial Development
    • Provide enabling environment for private sector and make Enugu a location of choice for industries
      KEY THRUST
    • Designate industrial estates for medium and small scale industries and provide full site and services (Ozalla, 9th Mile, Obollo Afor, Oji River).
    • Support SME growth through technical assistance by the Enugu SME Centre; Micro-Credit Scheme; and encouragement of establishment of co-operative societies and clusters.
    • Target to reactivate all state-owned industries with private sector partners / investors (Sunrise Flour Mills, Nigergas, AVOP Nachi, Alum Factory, Ohebedim, Ikenga Hotels, Enugu and Nsukka).
      OTHERS
    • Formalise structure and operation of Enugu State Industrial Parks Development Company Ltd to effectively develop, market and manage the industrial estates.
    • Mount aggressive local and international campaign to attract major manufacturing businesses to Enugu State.
    • Greenfield projects: Enugu Cement Plant- get credible investor
    • Enugu International Market 9th Mile: Fund the provision of basic infrastructure at the market - essentially roads and construction of a police station.
  6. Agricultual Development
      KEY THRUST
    • Emphasis rice: 100% rehabilitation of Adarice (provide/rehabilitate dam and irrigation facilities and modern rice mill, under private sector management and with community participation)
    • Reactivate and launch Agro-input Service Centre in all LGAs Set up nursery in different locations with LGA funding: Palm, Cashew, Cassava: Acquire, multiply and distribute improved farm seedling and inputs (seed multiplication, nursery, hatchery)
    • Livestock: Financial and technical support to commercial livestock farmers to expand from medium to large scale business.
      OTHERS
    • Develop existing community farms at Obeagu, Amagunze, Adada, Opanda, Ehamufu, Neke: Farm access roads and parcelation
    • Strengthening of the agricultural extension function of the ENADEP/ Ministry of Agriculture
    • Encouragement of school farm in all boarding schools in the state.
    • Relook Foresty Commission to focus on planting not cutting trees
    • Upgrade state's status on agriculture
    • Leverage FG's (and PDP's) interest in agriculture

  7. Tourism Development
      KEY THRUST
    • Rollout and market the International Conference Centre to ensure regular hosting of major events.
    • Provide enabling environment for tourists through improvement of security and physical infrastructure under the Enugu Modernisation Project.
    • Working with hotel owners / operators and other stakeholders in the leisure and entertainment sector to increase the quality of tourism-related services in Enugu.
      OTHERS
    • Develop other tourism-related facilities in Enugu, such as theme parks in partnership with the private sector.
    • Promote the Enugu Mmanwu Festival as a major regional cultural event.
    • Intensify lobby for Enugu International Airport - consider taking up runway and other infrastructure expansion at the airport to encourage fed govt

    RURAL DEVELOPMENT

  8. Rural Development
      KEY THRUST
    • Opening up of rural access / feeder roads; all communities must be accessible
    • CDCC to complete at least 1 community-based project in every rural community by 2010. First liaise with coordinators to identify needs
    • Rural industry: encourage existing local industry and provide incentive for location of industries in rural areas.
      OTHERS
    • Expansion of rural electrification scheme to achieve 100% coverage by 2011.
    • Improvement of number and effectiveness of PHC facilities in rural areas.
    • Improvement of quality of basic education facilities in rural areas.

    SERVICE DELIVERY AND GOOD GOVERNANCE

  9. Healthcare
      KEY THRUST
    • Target free medical care for pregnant women and children under five.
    • Increase access to medicare: target 100% rehabilitation of all Primary Healthcare Centres (PHCs) and at least 1 PHC per autonomous community.
    • Full medical insurance cover for civil servants.
      OTHERS
    • Create ambulance services in all major highways
    • Work to make HIV test free and establish 1 test centre per LGA
    • Rural Doctors' corps: weekly clinic in autonomous communities In addition:
    • Sustaining on-going efforts in the sector in partnership with the DFID and the World Bank, including special focus on human capacity building and performance monitoring.
    • Sustain equipment supply and manpower development at Parklane/ ESUT Medical School.
    • Continue to refine system of joint funding of PHC facilities with local government councils.
  10. Education
      KEY THRUST
    • Fund the state scholarship scheme (with Local Governments) to provide scholarship to talented but indigent students.
    • Establish 1 Technical College (such as GTC) in every senatorial zone.
    • Strengthen education inspectorate functions of the Ministry to improve quality of education primary and secondary (introduce independent assessments, etc.)
      OTHERS
    • Sustaining on-going efforts in the sector including rehabilitation of all primary schools and secondary schools in the state.
    • Compulsory / free education under the UBE program plus school meal and targeting increased primary and secondary school enrolment.
    • Continued support and increased autonomy to ESUT, IMT and College of Technical Education.
  11. Security/Law And Order
      KEY THRUST
    • Sustain support to the Enugu State Police Command.
    • Urban street lighting (including solar powered systems) to enhance security and increase business hours.
    • Accelerate speed of criminal investigations, review of case files and trial in our courts to ensure quick administration of justice and prison de-congestion.
    • Enhance extra-judicial settlement and generally enhance access to justice
    • Launch media awareness campaign to strengthen security perception in Enugu comparative statistics, publicise gains in fight against crime
      OTHERS
    • Enhance neighborhood watch and community policing.
  12. Empowering Civil Servants
      KEY THRUST
    • Full monetisation of government houses to public servants and establishment of new housing schemes with National Housing Fund (NHF).
    • Full implementation of the new pension scheme and floating of a bond to meet outstanding pension liabilities by 2010.
    • Full health insurance cover for public servants.
    • Urban mass transit service for public servants to be operated/managed by the Civil Service Union.
      OTHERS
    • Improved welfare package for civil servants including guaranteeing car loan for Top level officers from level 10 and above.
    • Sustain on-going renovation and improvement of office environment and provision of work tools/office equipment.
    • Funding of relevant training for civil servants.
    • Merit-based promotion of civil servants as and when due.
  13. Good Governance
      KEY THRUST
    • Sustain efforts to create an effective, service-driven, accountable and transparent public service that will really be a provider of service to members of the public.
    • Sustain on-going governance reform efforts working with our development partners, especially the DFID and the World Bank.
      OTHERS
    • Sustaining support to the Public Improvement Bureau to spear-head Improvement of public service institutions and service delivery.
    • Encourage SERVICE AND ACCOUNTABILITY:
    • "The public service must provide services to the people of the state; and every public servant, including political office holders, must be accountable to the people for the services for which he has been employed to render."
  14. Citizens' Inclusion And Participation
      KEY THRUST
    • Institute inclusion programme for elderly statesmen - establish statesmen council, hold regular breakfast consultation, etc.
    • Refine and formalise role of traditional rulers in governance especially in grassroots development,mobilisation, security and justice delivery
    • Micro-credit and special welfare packages to women groups, cooperatives and widows
    • Youth empowerment and development schemes - employment, sports development, entrepreneurial development, micro-credits etc.
      OTHERS
    • Sustaining on going communication and transparency programmes of the government -audience participatory radio and TV programmes, regular stakeholder consultation meetings, etc.
    • Sustain ongoing efforts to increase involvement and partnership of Civil Society Organisations (NGOs) and professional bodies in government processes - consultations, policy development, budgeting, expenditure monitoring, project execution, etc.
